Review-only — agency management lives under Agencies; account actions live on the record. The one mutation here is Manual verify: used when the Ondato webhook is pending or dropped, it writes an audited kyc.manual_verify event with the acting admin + reason, and is superseded automatically if the webhook later lands. Write path: kyc.manual_verify via the FG admin API — but the RECORD it marks verified is the engine-owned identity record, so the verification is valid family-wide. Effect: the creator’s identity flips to verified within minutes — bot provisioning unlocks and earning opens on every platform that requires KYC; no second record is created anywhere.
